"Entered at the Postoffice, Chicago, as second-class matter." Perhaps 1900-11-15 is quarterly issue date for purposes of defining the yearly subscription, nominally the last of four 1900 issues.

HDL copy shows a red cloth cover with black stamped lettering, perhaps library binding? Earlier numbers of the Library of Progress are paperbound apparently.
